As you can see from the attached screenshot, Byzantium is allowing my rival the Ottoman Empire military access (to fight a third-party war against Serbia). I just fought a war with the Turks, ejecting them from Europe, but now my vassal decides its a good time to let them back over.

My proposal: add a toggle in the Subject screen to control (or more simply ban) subjects from giving military access to other states. This could come at a cost of Liberty Desire if the consensus is that refusing said access is somehow unbalanced. Alternatively, banning military access for rivals would be free whereas non-rival states would cost 5-10% Liberty Desire.
