Sure it does. It just do add effiency in levels though. Did a quick test some time ago in a factory. I put 3 different sizes of POPs there and this was the result:
6.000 POP gave 0.11 in output
26.000 POP gave 0.22 in output
100.000 POP gave 0.22 in output
A soldier POP gives MP on a linear scale of their size. I do not remember the actual MP per size but if we take the same sizes as in my test above the result would be:
6.000 POP give 6 in MP
26.000 POP give 26 in MP
100.000 POP give 100 in MP
(Note this is just an example and not the exact numbers)
Ergo if one carefully coverts it's POPs to the most efficent use one could more than double the MP while still raising the productrion of goods just on the very first day. Ofcourse this depends on which country you play and would require some large deal of micromanaging.
If one adds the facts that MP is generated by all cultures into the same pool England for example should convert most of it's soldiers in England to farmers/labourers/craftsmen/clerks (keep atleast one soldier POP in England) and the rest of the 100.000 soldier POPs should reside in India where they cannot be used in factories anyway.
