So, I had a game where I exiled someone for getting close with my wife. Lo and behold I see him again in my court after a while! Then the same event triggered and I exiled him again... and he 's in my court... again! He got ambitious and wanted the position as my Marshal, so I exiled him again... and guess what? He's back again!

Oh my. Talk about freeloaders you can't get rid of

I'm just wondering if there's a bug, or is this some mechanic that allows a guy to return to a court if nobody else wants him...

It's an oversight in the event. The event bumps the character to a random_neighbor (any neighbouring court that is Catholic or Orthodox), but his loyalty is not reset. So he arrives with very low or zero loyalty, which causes another event to fire which again kicks him out. Your court is a valid match for random_neighbor of your neighbours as well. There are also other events which can kick him out, and most of these specify a target which will always include your court.
And if he should be fully kicked out to NONE (nowhere, pink shield), he will eventually return home... your court again.

It is possible to edit the events to reset the loyalty to 100%, which is what I've done in DVIP. This prevents most of this court hopping.

Also if there are no Catholic/Orthodox courts in the neighbourhood, he will return again :)

This happens often when playing Nubia at the start of the game :D
