Well, I don't knew anything about consciousness, so what is the scale, 1 - 100 ?

He mentions some (all?) of his exploits were fixed during the course of his AAR.

I think con can be different for different types of pops, but all your pops of the same type have the same con. E.g all your farmers have a con of 3 and your workers all have a con of 2.
