So, right from the start, spainish focus tree gives u 2 options. U either stand with the left wing republicans with 'support' from the anarchist and the fractured comunist factions OR the nationalist coupist with the support of the military, having the chance to lead as the falage, the monarchist carlist or the Franco Dictatorship.

Doesnt matter which side u choose the AI will play as the other. Choosing one of the multiple options and playing against u in the civil war. Is there a chance that this 'NPC Nemesis' can be an actual player, cause the spanish civil war is a great microcosmos to show new players the mechanics. And since im from spain id like to play against a new comer friend. And thought it would be cool playing against him mean while. Contesting the garrisons and things like that right from the start, not once this AI has made the choices for me.

Can't you have your friend join the MP game after the civil war starts and load in as the other side?
This they can do, but only ONE player would have done the garrison thing. Perhaps if two Spanish states were created at the start: one that becomes nationalist and the other that becomes republican (perhaps as a pre-game choice) in this way both can play the garrisons game.

Unfortunately the "other player" is just a series of equations that trigger at various time intervals. While it may appear to be like the decisions and stuff you can take as the other side, its actually not at all controllable without a major overhaul.
