Pushing people off overcrowded planets

Question, how do I get to move people off overcrowded planets, preferably to planets in need of more population? Direct resettlement of Pops is the most obvious, though might not be available due to policies, plus I would prefer something more automated.

I use the luxuries decisions on the less-populated worlds, though I avoid the "Discourage Growth" decision on the overcrowded worlds as it seems rather costly in terms of consumer goods and happiness. Are there more ways to get people on the move?

My I suggest an additional Decision, one that costs Consumer Goods and increases emigration push? It would represent ad advertisement campaign to settle on other worlds (Blade Runner), including some goodies to help people jumpstart their new life on the new world.

Honestly, I think the system in place right now is good enough tbh. Little bit of overcrowding is good for colonization. I often times let my capital be overcrowded early on so as to speed up the growth of colonies. Later on I reverse the trend and have people moving into my capital planet.

There are two decisions:

1) Expell excess population, which kicks up to 10 population off the planet in exchange for a stability penalty.
2) Declare population controls, which increases emmigration push by 100%

Generally as well, once you have a lack of employment or housing emmigration does increase

Thanks guys, I guess I will stop worrying too much about building housings for everyone and just accept overcrowding, particularly as long as I get no crime problems.

There is basically nothing available to egalitarian empires, except for the pretty expensive "Discourage Growth".
So, a cheaper "nudge" to get out of the overcrowded world could help.

Egalitarians should have an Encourage Emigration option as well. Since they already get more influence for more factions, another influence decision where they planetary government advertises the opportunity on other worlds would work nicely.
