Purging pops should be simpler - give us an "apply to all non-empire species" button

I was going to submit a bug because I couldn't figure out why I couldn't purge these pops and had to do so manually on every planet for every pop, and then I realized that the AI was modifiying/creating subvariant species left and right, literally every 20 months or so, and so because the subspecies do NOT inherit default rights status that I've newly set (it inherits the default species rights that they get based on the parent species' first discovery, which has changed probably 3 or so times by now).

Screenshots attached to show my confusion. I wasn't looking at the subspecies and was manually purging pops per planet for a good 20 minutes straight there.

There's a big "reset to default" button next to "set default rights" at the top right of the menu. Should make it a lot easier than manually purging everyone. But yes, there should be an option to select all valid subspecies when deciding the rights for a species.
