It absolutely is a consequence, everyone hating you and forming defensive pacts/Federations does have a consequence.

We live in a largely globally diplomatic society, the concept of a genocide being kept secret is alien to us because of that. Due to the 'democratic crusader' nature of global superpowers there's very little room for anywhere to get away with a genocide.

This however, does not represent every galaxy in stellaris. In fact, it generally takes a long time for any empire to reach the stage where they could theoretically hold the galaxy hostage in the same way nuclear superpowers could on Earth.

I could even see Diplomatic Incidents where random events that kill pops are asumed Xenophobic Government Atrocities by miss-asociation.

I would actually like to see this as well. Have a 'Potentially purged pops' diplomatic penalty, smaller than the purge penalty but able to come from more sources if you have any history of purging or once the 'accident' rate hits suspicious levels.

Also, regarding my suggestion with crystals, void clouds and space amoebas being a greater threat to pops mid-game:
I admit that the amoeba thing was pushing it.
I can see void clouds being plausible considering that their portrayal seems (depending on ethics) to pull from c'tan somewhat. Angered star demigods raining holy lightning upon the unworthy could be interesting.
The crystalline entities have some intimidating-looking things (the nexus specifically) but are horribly underwhelming currently.
The mining drones could be interesting planet-purgers for mineral-rich worlds.
Obviously there should be events between the provocation and retaliation of the spacebourne aliens. Having hordes amassing in home systems etc.
A local 'impotent navy' happiness penalty should follow any losses to such events so that there is a penalty to it if you wanted the pops purged or are blaming a purge on it.

Using influence to lessen the internal and external happiness and diplomatic penalties of purging seems fair (as a 3-year planetary isolation edict rather than a toggle) with an event at the end of it ("how will we explain the missing people: admit purge / claim it was an accident -150 influence)

it's only slowing endgame. and maybe giving you a bit of a challenge (if you piss of FE)

I admit that the amoeba thing was pushing it.
or leviathans. when i first tried that dlc i was totally scared by Wraith or Devourer...or even dimensional horror.

also i just remembered very cute random event -asteroid. iirc it can entirely wipe a planet and no one will care

You already have the option to "Neuter" people, wich as I understand is the "softests way to purge" short of Displacement.
now that it've re-read about Neutering, after you've posted DD#57 in AMA's thread ..i've noticed that there is an interesting wording:

maybe it'll lead to "pops dying of starvation" in future...would've been great i think.

A purge via intentional starvetation is just a purge.
A purge via orbital bombardment past the Fortifications being gone is just a purge.

People always try to purge, without suffering the penalties for doing so. That is unlikely to happen, ever.

i'm not talking about purge. there are already lots of ways to deal with pops with little to no consequences. i'm talking about real starvation.
like when you're at war and your opponent blockaded all your "food-worlds" (or worse! ceded\liberated\cleansed) or you've just mismanaged your planets and now have negative food outcome. and so on...
right now if your planet is starving no one will die. ever. even at -20 food.

A purge via orbital bombardment past the Fortifications being gone is just a purge.
that depends. it may be a purge...but it also may be a free cleanse for no cost.

Starvations generally don't result in everyone dying, pops realistically shouldn't be emptied out.

that depends. it may be a purge...but it also may be a free cleanse for no cost.
The cost is that it takes a long time, but if you want to wait then it's your prerogative.
