First of all the 'per pop' thing is a bit drastic way of handling things. If you exterminate a planet full of people, or a whole species, do people care what the specific number of people is? I would argue that the penalty should be up front toward 'committing the act' in the first place, and then a rather small escalation for number of people on the actual planet. As it is exterminating a species of 3 population (there are many) incurs 15 from everyone and 45 from the most concerned. Is that reasonable? It seems awfully low to me, based on other diplomatic pluses and minuses. In all the genocides mentioned in this thread, I doubt people remember off the top of their heads *how many* were killed (with of course the one great exception).
I mean, it wouldn't be insane to have a number of specific penalties like 'number of pops', 'number of planets', 'did you exterminate a species', 'is the species related to me'. But again scaling would have to be more careful.
Second of all there is no warning of the *size* of the negative reaction you are incurring by pressing a few buttons. IIRC there is a warning, but it doesn't tell you the degree of response.
Thirdly, as noted before, there are no exceptions or mitigations to the penalties.
