The same can be said of any major, you are trying to change the fundamental rules of the game for only 1 country.

The USSR lost 2.5 million men on the early stages of Barbarossa, but they had over 800 divisions as reserve, 60 of whom were equipped by Lend-Lease according to USA records, that is 9 million men mobilized at any one time, 5 - 6 million at the front.
USSR never had 800 division. Sure, they have TRAINED that many divisions, as ones already fighting got destroyed, but 500-550 was the max they had at any one time.

Besides, your assumptions about lack of equipment are pulled from thin air, the ones lacking equipment and cannibalizing their Panzer divisions to concentrate firepower were the Germans, the Soviets always had more to throw at them. At the start of Barbarossa there were 30 000 soviet tanks of all types including T-34 and KV-1 for which the Germans had no answer and only 3500 tanks in their own army, also of all types.
By 22 June 1941, SU produced a total of ~27000 tanks. That's including spin-offs from French Renault-17. Thing is, USSR didn't write off tanks as non-repairable back then, unless they blew up. So, out of a total inventory of ~23000 that were left by Barbarossa, roughly 40% required repairs, and were not combat ready.
SU is already gimped in the game, they don't have ministers that boost Infantry or the army or anything else other than Tanks after taking a focus, and have only specialist for most everything else, is it realistic that they have worse ministers than Sweden, Spain, Perú, Italy many minors, etc?
SU is buffed in the game, as any amount of industrial workers is conjured up from thin air, education of populace means nothing to their efficiency at any duties, and resources are magically delivered to factories, no matter how bad the infrastructure is in between them.

Germany is buffed in HOI4 way more. Player as USSR can conquer Romania or coup it or in some other way take it out of German sphere of influence, so that Germany will stay without it's main source of oil.
How would it affect German tanks, planes and ships? Oh, who cares about fuel, you know. Our mighty panzerkampfwagens, our flugzeugs and our u-boots are driven by arian magic of our fuhrer.
Does it somehow shown that German economic is at the edge of collapse in 1926-1937 already, thanks to the remilitarization programs? No, Germany is not forced to hurry in it's conquest rush at all.

HoIIV never intended to simulate real economies, it should just add mechanics that would be challenging and fun to play with within grand strategy game. USSR currently have no weaknesses it had before WWII. It can amass thousands of CAS and powerful tank divisions. Full-век tank divisions. I haven't seen a single game where SOV had any equipment shortages. Ever. It always outproduces its neighbors in terms of INF EQ tremendously. Purge is a natural solution to address this balance issues and it is sad to see it lacking.
