1. Is it possible to make the Ikko-Ikki able to negotiate?

2. Otherwise, is it possible to make a clan get leaders entirely by events, and make them unable to marry?
 
I'd be happy to have the Ikko actually expand after they capture the Kori where they spawned. With those 15k armies they are quite a big problem to player and vassals.
