I am contemplating purchasing EUIV today...Any suggestions on which Expansion Packs/DLC's are the most important and the most economical to get started?

In terms of DLCs, I think every expansion except Conquest of Paradise is worth its money, but you'll see if others have different opinions.

You may wish to get the barebones of what you want, then wait until a sale or scower the internet looking for one, I doubt it will be too long before the autumn steam sale.
