It depends on your ideology, but generally you get much more initial factory output and manpower from non-core territories if you puppet them. For example, I don't see why I would want to keep Korea occupied playing as Japan when I can release it as a max-level puppet and get 25% CIV, 65% MIL, and all of its manpower right from day 1. And even the remaining IC isn't technically lost since whatever your puppet produces with them are essentially yours. So aside from a few states with abundant resources, why would I ever want to occupy territories myself?

You can only develop templates for your own use with puppet manpower, not puppets' own divisions.

Don't you always release medium-level puppets?
That's what I thought, but I just gave it a try and they're imperial protectorate for some reason.

edit: FYI, I'm getting one extra MIL and 39K garrison support by releasing Korea as puppet in Jan 1936.

What is a medium level puppet versus a max level puppet?

I think he's referring to the autonomy levels Japan has. When you release puppets manually vs releasing puppets via peace conference, the former releases them at a higher level of autonomy (Japan calls them Imperial Associate for a tier II puppet with WTT). Puppeting creates imperial protectorate

I hope when they rework peace conferences you can choose the autonomy you release puppets with - and lower autonomy corresponds with higher warscore costs. Also releasing puppets manually I wish started at lowest autonomy

Sounds good to me. Not sure if it'll ever happen tho, doesn't seem like high-priority update tbh.

FYI, I'm getting one extra MIL and 39K garrison support by releasing Korea as puppet in Jan 1936.
I just realized I gave up on 14 tungsten and 9 steel by releasing Korea, potentially a bit more with compliance. I guess there's reason to keep them occupied after all.

Not to forget that puppets are a separate country in terms of picking their own national focii. And they frequently pick the ones in the generic tree giving additional building slots and civil/military factories. Example from a game with Portugal, where releasing the small Goa as collaboration government gave that state a nice industry output:

Good point. Also, in the above example, it turned out releasing Korea as puppet was better since I went free trade and 80% of the resources were going to get wasted anyways. I'm currently importing 23 iron from Korea and Korea's importing 8 iron from me so I'm getting more than twice what I originally extracted from that region basically for free. Puppets really are OP.

Sounds like a bug to me. Should release puppets of same level.
