Puppets shouldn't initiate any alliance proposal - neither to their overlord. Besides why would the overlord want to limit himself as such (because you can't be in 2 alliances) and it's up to the overlord to decide to intervene when his puppet is attacked.
It's also logical to assume an overlord would come to the puppets aide without having to forge a "seperate" alliance, excluding other alliances.
and yes, I'm refering to Japan
. In my games I found it utterly impossible to join Axis - just because I got myself into an alliance with Manchuko and had the Chinese war. And when that war was over - USSR dow'd my puppet Sianking - and in the heat after the declaration of war I must have clicked "join alliance" and there it was - again I was in an alliance with my puppet.
so bottomline is that I find alliances with your own puppets a bit trivial. Alliances should only be made between independent nations. F.e. Japan and Argentine - just an example tough
