i have to problem.

1. I played as Italy an crushed the Allies ( took Britian and France , puppeted the Raj and Australia) after that i went for the Axis. I pretty much did it but then Japan(Japan won against China) joined and i had to go for them. Shortly befoe i could go fore some naval/para invasion of japanese homeland the soviets declared war on me. I was aware of that and build some lvl 5-7 fots in romanian,polish, slovakian terretory and hat about 100-150 divisions (7-2 with support sitting on that forts with air support.
It was 1944 and the Soviets had about 600-800 divisions and 1,2 factories 'cause the were never involved in a war. They crushed through my lines in transsylvania - just there i could hold Poland/Romania. After that i got steemrolled an were pushed back to italy were i could stabalize.
I tried to make a peace before total surrender but i had to have a positiv Relation with the soviets to make them acceppt, HOW should that be possible if i'm at war with them??

2. I build some colonial division from Ethiopia and the Italian Raj. Ethiopia increased the manpower laws but the Raj just did nothing. In the war with the soviets my "Raj"-divisions run out of manpower because they were on voluntary only.

Anyone got an idea how i could:
- increase the manpower laws of puppets
- make a peace deal before surrendering?

1. The AI never accepts conditional surrender, regardless of the opinion or any other factors, apart from certain specific events (eg. Winter War between USSR and Finland) that are handled as events and not through the surrender option.

2. The Raj has, according to Wiki, a special rule that it can't use conscription laws higher than Volunteer only until it's become independent.

Next Time i pupped someone else. But also good to know for fighting the Raj!

Yeah, I'm not exactly sure what the trigger is for allowing Raj more manpower. I would've guessed it only applies when they're British subjects, but that doesn't seem to be the case based on your experience. It's also possible they're just starved for PP doing something else. To be sure, you could tag switch to them and try changing their laws.
