Hi, I've browsed through several topics covering puppets and others about lend-lease but couldn't find an answer to this question:
Is helping puppets through lend-lease worthwhile?
For example in my current TFH 4.02 USA game I defeated Japan, released it as a puppet and immediately started giving it 30 IC L-L.
During the following months Japan managed to build a landing craft and some marines brigades they invaded some chinese ports with while I was conquering all of China.
I think at this point puppet Japan also has 1 INT and 1 CL in addition to the LC and MAR the built apart from the starting INF army they got when I created the puppet.
I tag-switched to Japan to check whether my L-L investment was worthwhile and found out they are building a couple of thing but they don't have rares or money.
A few months later in the game I conquered all of China, released one big Nationalist China puppet and again assigned them 30 IC in L-L.
A quick check on NatChi later on yielded the same results: no rares or money.
I understand the L-L IC I am giving them doesn't require their resources to work because I already paid the corresponding amount from my resources to create that IC, am I correct?
Should I help my puppets' economies by buying from them something they have a surplus of and then selling them rares? I understand they can only trade with me and since we are not in the Comintern there has to be money involved in all trade deals.
In the end I'd like those puppets to be useful assets for my war efforts, not simple garrisons. I would think Japan is very capable and the whole China territory is rich so those puppets have great potential. Plus I saw their tech levels are up-to-date in most areas.
