In my recent adventures as Communist China in SuperAI Bundle 1.3, I've been attempting to liberate North Korea and Korea and then make them puppet states, but it seems to only give me the option to re-annex them.

I think I may have run into this problem in vanilla as well, but it's been so long since I've played vanilla that I'm not sure.

I basically want the Koreas to take care of themselves and send me their resources while I gear up for when the Chinese Civil War resumes. Is there anyway I can do this? Or am I just stupid?
