A few minutes ago i played poland only for some test-reasons.
I had a look which countries can be created from poland territory.
So i created russia and Bel...(strange name...).
Immediately after i created russia, germany puppets them.
without dow, without occupation...who can they do this?

I would think that this is a bug.

Ger. often does (or did) puppet Vichy France without DOW a few days after they set them up. I asked a few houers ago if I, the player, could do that.

There are two ways to puppet a country. The first option is to go to war, capture the capital and 2/3 of the VP and then you can choose to puppet a nation in the diplo screen (most cases, apparently it doesn't always work this way). The second is through an event and this is what happens to Vichy France. However I don't know of any events to puppet russia in vanilla HOI, where you playing CORE by any chance? There may be events for Germany regarding the occupation policies in the east in CORE that trigger as soon as Russia is created.

Maybe, when you liberate a country with only a few provinces (in this case, Russia most of has only a few provinces) and that none of these provinces have VP in it, it becomes technically possible to puppet them although I have no idea if this is the case.

The AI doesn't know how to puppet since there is no trigger for it, it always just annexes. If an AI country does puppet a country it is always some sort of an event. The problem is that it's hard to tell which event since they can be AI-only events that you wouldn't come across as a human player. :)
