Playing as Japan (Semper Fi pack) I invaded Mexico and made them a puppet. I am now looking to invade the US via Mexico but I can't. Mexico is at war with all other Axis countries but not the USA so I cannot attack via Mexico.

I cannot see any options to call Mexico to arms etc so have no idea how to proceed but it seems a bit odd.

Any advice?

If they are a puppet do you not have the ability to deploy troops and ships in their country. If so, why can't you just use them as a staging area for your own invasion.

I've puppetted Finland in my Soviet game and I'm able to deploy Soviet troops in Helsinki and along their borders with Norway and Sweden. So, I'm not sure why you can't do the same with Mexico, or were you hoping to get them to do all the work without you.

The issue is that while I can have my troops in Mexico I cannot invade the US from Mexican soil as they are not at war with the US and I have no way of making them

I didn't realise that was a thing. Does it actually stop your troops moving across the border?

If so, how does that differ from situations such as Romania giving the Germans military access, does it also prevent Germany launching attacks on the Soviet Union through Romania?

It appears so, I can't make my troops cross the border into the US, 450k troops with no where to go and no options to get Mexico to declare war on the US (their independence is also guaranteed by the US), never seen this scenario before but ruined a long game unless I can find a solution

Weird.

Well I can think of two possible solutions, but both are a bit gamey.

Solution 1: Tag-switch to Mexico and make the decision for them. Just save your game, reload it and click on Mexico, then without starting the game rolling go to their diplomacy tab and declare war on the USA. Make a fresh save, and switch back to Germany.

Solution 2: Go round the fence. e.g. put your troops in Mexico onto transports and then land them further up the US coast. Not ideal but it would hopefully be a short sea voyage.
