Its better to have puppets than outright annexation

In my last game, instead of annexing hungary, I puppeted them. They provided me with alot of resources I wouldnt have otherwise, at the expense of about 100 IC (which would be useless due to the lack of resources anyway). Seems to me that having some puppets is preferable to anexing the entire continent.

Also, letting puppets out mean that they can use up all that population that you can't touch. Heres what I have done recently: role through a region in a year long campaign (Balkans are best example) they release countries that you have entirely surrounded as puppets. Give them research, they will give you troops. This way, you harness lots of energy and they cant go on conquests of their own, really. (note: Hungary is good puppet because they have no coasts (apart from Balatan) so cannot get in you way by conquering)

As germany I usuallly annex yugo.,greece, and bulgaria and puppet romania, hungary, slovakia, and vichy. The troops from the minor countries are great for guarding the french coast and helping in the invasion of SU if you give them a lot of tech.

Annexing it becomes YOUR country, so you get more resources out of it, Puppeting it becomes loyal to you, and you also get some of the resources shipped back to you, but less IC. (I think annexing you get 33% of the IC and puppeting you don't get any)

I should clarify, for the resources, when puppeting all EXCESS resources that the country doesn't use gets shipped back to you, you basically give them enough to stay alive and take everything else. It's good to be the king. :)

For resources it is better to puppet. For IC it is better to annex. It depends a lot on the "victim" country and the situation. For some countries (like Romania for Germany) it is better to ally with them than either puppet or annex.

Annexing gives you 33% of resources plus more if you use the right kind of minister that adds to foreign IC his percentage.

Resources in 1.06 are dealt with as percentages that vary with difficulty level for both national provinces and for annexed provinces. Resources increase by 10% for each difficulty level. Norway starts with 204 steel on very easy but only 136 steel on very hard, a net difference of 50% between the two extremes. Conquered resources are at the 50% level on normal but only 40% on very hard.

The main value of puppets is to get an ally who gives you some resources and an army that can be used to release your army to do other things. You have to share tech with them to get them up to par with your army. But you can instead ally with a country without having to gain dissent by going to war with them. I personally just ally or annex and never puppet as it's too gamey a tactic for my liking.

Thanks for the replies, everyone. As a follow-up...what are the specific effects of allying vs. puppet and annex?

Annex - Enormous gratification and a chance to say, "OWN3D" really loud.

Puppet - None

I agree. Plus I really like have one color all over the place [mine] instead of the quilt pattern.
