I'm curious if the axis puppet states created out of Czechoslovakia and Yugoslavia will get any attention? Will they fall under this new reichskommissariat mechanic? I feel like the protectorate of Bohemia and Moravia would be a great candidate for this mechanic since it was technically outside of the German Reich. Serbia and Croatia could also fall under this. Or is the reichskommissariat more geared towards the occupation of the USSR? Also how and why is this mechanic being applied to all fascist governments? Isn't it really only relevant to Germany? Maybe it deserves a different name if its going to be applied so broadly?

We really don't know much about the mechanics of how such a thing will work. I think the implication is that it would provide you more direct benefit, likely in the form of factories and resources, than a more traditional puppet would. This might even be sufficient incentive to "puppet" part of Poland instead of annexing it all.

Bohemia is most accurately represented as a non-core state of Germany. When asking "should a country be represented by a puppet," I believe a good rule of thumb is whether or not they contributed more than a couple of divisions worth of manpower, because the AI is going to do that. If we had Bohemia in the game, they'd send 6-7 divisions to fight for Germany, and that's not really historical.

That is an interesting notion. For all we know, the special aspect to them may be that they can be created from occupied territory. This is pure conjecture on my part of course, but I think it makes a certain amount of sense both historically and from a game play perspective.

Like forming puppet Croatia from capitulated (but only occupied, i.e., pre-peace-conference) Yugoslavia, or puppet Vichy from capitulated and occupied France, but still pre-peace-conference? The event mechanic exists, and could be applied elsewhere (in moderation, I would hope). The Kaiserreich mod uses quite a few of these post-capitulation, pre-peace-conference puppeting and annexation events.

HOI2 allowed puppets to be created on occupied, non-annexed territory as well as annexed territory. I would love to see HOI go back to that as releasing independent states adds colour to the game.

I'm somewhat dubious about Reichskommisariats being released as states not entirely in the player's control if these are supposed to represent the historical Reichskommisariats. The historical Reichskommisariats were basically just occupied territory with no independence of any kind whatsoever - there is something slightly distasteful about suggesting otherwise.

So I noticed that for the last dev diary or maybe it was the stream, that Croatia was a "Reich Protectorate". That made me think maybe there are different levels so puppets like Slovakia and Croatia would be treated as protectorates and then there would be a colony level puppet for reichskommissariats in the occupied Soviet Union. I am concerned that the naming of mechanic only applies to Germany when they want it to apply to all fascist states. Maybe Japan and Italy could get different names to increase immersion or maybe the name of the mechanic shouldn't be so German oriented and given something more generic that could be applied to any fascist country?
