Sorry for the double post. Their was widespread disagreement on who exactly would be best to "lead" the UK should Germany have succeeded with Operation Sea Lion.
Generally, the Germans tried to convince non-fascists to "lead" the State and Government of occupied countries to give the appearance of sovereignty and independence. However, as with Croatia, it was not always possible to convince "respected" politicians to become puppets. In the case of Denmark, it was possible (for a time at least).
The Army, Chancellery, RHSA, and Party were all pushing a different person to become Prime Minister of a post-war and german occupied england.
