Playing as the USSR, I attacked Romainia and established a Puppet regime. It says they are part of the Comintern, it says I have access, etc., but Romania does not show up as green on the diplomatic map.
As Mongolia is shown as green, I assume Romania should be as well and this only happens when setting up puppets during the game.
