PU'ing France as England.

So I'm playing EU4 vanilla with no DLC's or anything added. I'm playing as England. In my first war against France I was able to force PU on them. The 50 years have passed, and I was able to get their opinion of me up to 200. But, I still cannot integrate them because their liberty Desire is always WAY too high. What can I do to fix this? I have a much bigger army and navy than them. Higher prestige, better economy... Yet their LB is always between 65-100%?

Like I said I'm playing vanilla, so I'm not able to pay off loans or have ANY type of subject interaction that I know of.

I think having higher development is the only thing you can do. That should allow for higher force limits as well.

So probably just go conquering as much as possible.

influence ideas give -15%, each point of dip rep gives another -3%. i dont know if this does reduce their ld without Cossacks but you could try to give them provinces in peace deals.

I guess they have a bigger and/or better army.
Personnal union LD is mainly tied to army comparison.

Also if you have low prestige (under 0) or diplorep (tied to legitimacy mainly) they can have somme big bonnus in LD.

The main problem is likely the +50% Liberty Desire from historical rivals. It takes quite a bit to overcome. As England it's actually slightly harder to do than it would be normally because you don't have Nobility estate so you can't use the estate privilege that gives -10% LD.

1. get Influence and Diplomatic ideas
2. support loyalists
3. max your Dip Rep (hire the advisor, max your legitimacy, prioritize events with dip rep, stay Catholic and use the Papal Legate, etc)
4. build a bigger army

Just re-read the OP. No DLC? Sorry, you're out of luck. You likely won't be able to get them under 65%.

It might sound counterproductive, but a way might be to declare war on nations who want French land, and give away chunks of it to them. This will reduce their strength relative to you, and might dip them under 50%. It won't let you integrate all of France, but frankly, wihtout subject interactions, I can't see a better way of reducing their LD.

But beware, you get relations penalty gave away our provinces so relation might drop below 190.

I'm not sure what features are DLC/non-DLC, sorry.

Is developing provinces a DLC feature? If not you could develop some of their provinces. It only temporarily reduced LD, but it's by -5 each time, so a few bits of developement every few years and you could keep them under control.

Increasing your dip rep will help. -3 LD per rep point. Get influence/diplomatic ideas or a dip rep advisor.

Otherwise, just outgrow them. If they still have liberty desire that high despite 200 opinion and high prestige, then you can't be that much bigger than them.

Granting land (the subject interaction which reduces LD) is a DLC feature. AFAIK Subjects only lose LD if you specifically grant them their cores from peace deals, and no other land grants matter.

Recently it was changed (I think in 1.31 or 1.32) and giving provinces lowers LD the same way giving from subject interaction does but I have no idea if this works without DLC

Giving land via peace deal is not a subject interaction, but I think transferring occupation as a prerequisite to granting the land is a DLC feature.

Their liberty desire should drop by 5% every time you develop some of their land. It's not permanent, but in the meantime, you should be able to grow bigger and lower liberty desire that way. I'm not 100% sure that isn't tied to a dlc, though. Developing land used to be tied to Common Sense.

I suggest wars with Spain as soon as you can get liberty desire below 50%. France should take the brunt of the casualties (reducing their manpower should lower liberty desire) while giving you land to become stronger. And honestly, integrating them in the early 1500s is not a great idea, anyway. It will take forever. You will be over the governing capacity limit. You will lose your attack dog that has higher quality soldiers than you do. Wait until the Age of Absolutism. Maximize your absolutism and then integrate. Much cheaper and faster that way.

The biggest negative reason for high liberty desire is" Relative army size in relation to France" which I don't understand, being that my army is larger...

How does your manpower compare to theirs? The AI probably believes it would beat you in a war if its liberty desire is that high.
