Why doesn't the PU Junior Partner not give full Military Access?

As you have noticed Lithuania only allow Poland with +200 relations only a Supply Limit of 21 in Moskva.

While on the same day, once the PU is enacted, the PLC has a Supply Limit of 25 in Moskwa.

So clearly, the Military Access granted is only about 83% of the normal Supply Limit....

The issue you have raised is about supply limits not military access.

Supply limits are modified after calculating from the base value and terrain value by further modifiers:
  • +50% if the province has a coastline
  • +50% if the area which includes the province has a supply depot
  • +25% if the nation whose troops are entering is the owner of the province
  • +10% if the nation whose troops are entering has military access or is allied or controls (military occupation) or has a core within an enemy province
  • +2% per development level
All of these modifiers stack.

If you own the province directly, you will always get a 15% bigger supply limit than if your subject owned the same province based on the difference between the two modifiers listed above (assuming the development level is unchanged and there are no supply depots).
