Psionic Path Bug?

I chose to follow the Psionic Ascension path and I love it, however ONE planet with my original starting pop has not become psionic at all. None of the pops on it have the trait and it is making one of my factions unhappy that there is not purity (I kind of want it that way).

Anybody else have any ideas or comments on this? I am really unsure of how to approach this.

Are you using the beta patch? Have you tried restarting the game? Only things I can think of at the moment.

I am not using the beta patch. I installed the current release day patch. I have restarted the game, but to no avail.

I am open to the idea of bombing the planet, but it is of the same pop as my original, so I don't know how to go about setting the stage to actually bomb them.

I don't like to bump, but is there perhaps a place I could submit my save file to Paradox for investigation on the bug in my game?
