Hey, I just spent most of my morning tearing my hair out trying to work out why my mods had broken moving to 1.29 and the new launcher and I couldn't find anything that fixed them. However I've worked out that if you have used a userdir.txt in your EU4 install folder to store your save games on a different drive/location this now breaks mods, as they will still install to the default location.

Manually moving the mod folder to the changed directory does work however new mods/updates will still continue to go into the default location. I thought I'd register and post this for anyone else having trouble because no one seems to have mentioned this! Hope this helps someone and it would be great if there could be a fix for this sometime, I'll have to leave everything default for now, but I had moved it as my C: drive isnt very big and is very tight on space!

That file is only read by the game, not the new launcher. They would have to build new functionality into that launcher to read that too, or find some other way of redirecting its output accordingly.

Maybe one for the launcher support threads?

Did you try the solution that I linked above?
I just tried it and changing the launcher-settings.json worked, but the userdir.txt didn't have an effect. But I don't know if that is broken in general or just doesn't work in Linux. So I suggest that you try it out.
What did work for me was to specify the userdir in a launch option in the eu4 properties in steam. The launch option has to be "-userdir=" (without quotes) followed by the full path to the folder where you want to store the game data. To make the launcher use the new location, editing the launcher-settings.json is still necessary.
