It seems that the way localization files overwrite each other was changed in the latest patch, at least where provinces are concerned. I loaded my total conversion mod and the names of the provinces had reverted to vanilla; when I renamed my localization file from "zz_province_names" to "AAA_province_names" so that it overwrote the vanilla Text1 file that has all the province names, the issue was resolved.

Can other people confirm this? I don't think it would affect most mods, but for total conversion mods or other mods that replace vanilla provinces it could be a minor issue in updating.

Yeah, it looks like they've reverted it again... really it doesn't matter either way, but it would be great to have some consistency. :(
It's probably to compensate for neat new modding options like hidden-from-those-without-the-trait traits. The dev team giveth, and the dev team taketh away.

As incompatibilities go though it's a minor one at least. Fast fix. Thanks for confirmation!

If you have that much of an issue with it, mod somewhere else. The mod support has been much better as of late.

The mod support has been amazing for ck2 bar this one singular issue of them changing something. If you don't like it then mod somewhere else like starwarsfan said.
As for the order of localisation I believe that all localisation is loaded with a-z precedence. I've just put all of AGOT's localisation files to be prefixed with 00_ instead of zz_ and that means they overwrite everything
