In case anyone is wondering how to pay the upkeep for the Interstellar Assembly as a Gestalt.

Getting any amount of cgs at all, like the Trium bauble collection, allows you to trade for them normally on the market.

Edit: it needs to be the Galactic Market, apparently. I did a similar post on the subreddit and was informed of this.
