PS5 Unique Building Glitch?

Please explain your issue is in as much detail as possible.
I have been trying to unlock the Climate Research Station (CRS - you need 5,000 squares of farming specialisation). I made a level 5 farm but the status bar on the CRS didn't move. I zoned some industry squares in the farm area, but still nothing.
Can you replicate the issue? If yes, please explain how you did it.
I demolished the farm and started again. Even with much more zoned industry in the farm area, the status bar on the CRS remains at 0!
