PS4 Mayor's Edition: Not all content unlocked

Purchased Mayor's Edition for PS4. Most content unlocked for download. However, University City, Modern City Center, and Campus still require payment. Same for a couple of radio stations, but that's no biggie. Was under the impression all 2019 content would be included.

Is there an error, or am I missing something?
