It was one those things I saw when playing Victoria, if you fired up the 1914 scenario you would see Germany, Austria and Britain all as Consitutional Monarchies. The game didn't quite capture the fact that Germany and Austria were more authoritarian than Britain. So we inserted in an additional government form to bridge the gap.

I wonder if the british king could have done the same? I don't think so.

In theory he could shut down parliament when ever he felt like. He was forbidden though to do anything about who was elected.

So which political reforms give me Prussian Constitutionalism and which a Con. Monarchy?

Off the top of my head I can't remeber exactly, but if you grant people the vote as an absolute monarchy you flip to Prussian Consitutionalism. Further reform will flip you to Consitutional Monarchy.

Actually Wyoming was the first state to extend sufferage to women! It was only in 1920 when it became national.
I believe Leviathan was talking about the UK though! ;)

Classic pub quiz question, the answer is New Zealand in 1893. Although both according to Wikipedia both the Isle of Man and the Pitcairn Islands allowed it earlier.
