I looked a bit closer at how Germany is divided in EU and found that it is largely based on the assumption that Prussia plays a big role. Not a bad assumption when considering how splintered Germany became AFTER the 30 year war ending 1648. For example, Kleve and Magdeburg's only significance is that they became part of the Prussian state at one time and thereby give Prussia a CB.
Also is it possible to change Ansbach to Franken or Franconia since that is its real name.
Furthermore, Mainz, Magdeburg, and Cologne were ruled by the bishops in that area. It makes them de-facto perpetual allies with each other an the Papal State - a historic fact that has to be reflected in the game.
In the Rhine-Ruhr area currently designated as Cologne and Kleve, the Duchies of Juelich and Berg were geographically much larger - or ad Westfalen or Westphalia as a region to the right of the Rhine
