Provinces should not be able to become independent by losing a civil war

As Massylia I conquered Carthage, took a massive hit to aggressive expansion and stability and shortly found myself embroiled in a civil war, which was easily won, but 5 provinces had joined. The lowest score province in the peace treaty was 60. So I had to release 4 provinces as nations despite the fact I won and war score was 100%. This put me back pretty much where I started, what's the point in even winning civil wars if you have to release all the land anyway???
