Provinces of interest w Leviathan DLC?

I recently got Leviathan which brings the diplomatic feedback tab. However i can't specify provinces of interest, clicking a province just doesn't work. My question is if this feature only works with Cossacks DLC (which i don't have) or if it supposed to work with Leviathan only too. The thing is that the AI can do it and that makes me kind of confused. It might be a bug i guess, but i have reinstalled twice and the issue still remains.

What comes to my mind is that you cannot select province of interest during a war if any other nation on the same side has already chosen it.

This was introduced in Cossacks, so probably would not work without it.
What Leviathan intriduced was the change in favor / trust system, not provinces of interests
