If a country´s provinces are occupied by foreign countries (doesn´t matter who or how many different countries that are), but are currently being besieged by someone with the aim to return the control of the province to the owner (that is: allies, partisans and normal troops)
then the occupation level reaches 100% suddenly
if:
- any country declares war or colonial war towards the country that owns the provinces.
- any country signs a peace with the country that owns the provinces (it does not matter to whom they are allied or if it is a separate peace or alliance-wide peace; the country that owns the provinces just has to sign a peace)
- any country declines (!) a peace-proposal that is made by the country that owns the provinces
This bug is so annoying it ain´t funny anymore. I was attacking egypt as netherlands and had beaten them totally. There were only like 3 - 5 provinces left under their control (the others being besieged by irregular partisan units, occupation levels between 0 and 10 percent (irregulars besiege ridiculously slow)) and then BAM Turkey declares colonial war on egypt.
half of their provinces free again, but okay their regular force was destroyed so it shouldn´t be too hard to recapture the stuff,
so one year later I had all egyptian provinces except 3 (one under turkish control, the other 2 still egyptian) and guess what? BAM Turkey signs a white peace with egypt, the partisans win everywhere.
One and a half year later I finally was able to annex them (in the meantime I would have needed the army to defend against France, that attacked me along with belgium, but I got a lucky white peace after taking brussel.).
