I hope there will be some mechanism or other that makes conquering enemy provinces actually a positive thing; in HoI2, most provinces have no value whatsoever but will add to occupied territory maintenance and partisan activity - in fact, the best thing one can do is leave worthless tracts of land undefended and hope one's enemies will burden themselves by conquering them.

But seriously, the problem is that HoI doesn't reflect things like taxation and agriculture. I'm sure IRL every province had some sort of value (maybe except for Sahara). But based on what has been shown so far I don't think they're gonna add more resources...

Erm, the fact that provinces which lack IC have no industrial value is part of the problem, not the solution.

Agriculture and taxation would indeed be great for making, for instance, the plains of Ukraine more valueable to control than not to. It might even work in Africa if exotic fruits were a resource separate from grain.

The example of Ukraine is an exceptionally bad one, A few of the provinces bordering the river have the highest metal and energy income values in the entire game (HoI2).

But I will agree with the first post. Every province should have at least a little income, and things like taxation and agriculture could help with that.

Well this is not far from the truth... AFAIK colonial empire were producing debt in the HOI era (that's the reason there none today), and the Germans were unable to turn profit from their eastern (or even western) conquest... so in reality occupying a province should drain the resources...

To further expand on that thought, all areas could be made to produce Supply as a raw resource (in addition to metal, energy etc). Should help make areas lacking any significant industry still retain strategic importance.

But in reality there were other, both concrete and abstract, reasons to want to occupy an enemy's territory or defending one's own than IC - for instance, refusing to occupy more than a few key provinces and supply corridors to them or withdrawing from an area with partisan activity to encourage the partisans to take control of the area would not have helped the Germans beat the USSR in the real war, but it certainly does in HoI2.

What you describe is very similar to what the british done in the boer war

They occupied important towns and the connecting road while denying the free movement of the Boer guerillas... and they won.

So if some partisan group occupy some very important piece of land in the middle of Siberia... let them keep it. Containment is all you need.

I’ve always thought the game should have food as a resource because it’s a strategic aspect of the game. Germany was a net importer of foodstuffs in 1939. Part of Hitler’s decision to invade Poland was to make the Reich self sufficient in food production. Many of the provinces that don’t offer raw materials were probably agricultural areas that were every bit as important to the welfare of the nation.

The taxation idea is intriguing. You could model that with a slider for your tax rate that creates your money instead of it being a byproduct of consumer production. That slider rate would affect dissent and working that in conjunction with the amount of consumer goods you produce you could more accurately model your economy.
