As it stands, transferring large quantities of provinces is an infuriating process. You can only transfer one province at a time, and, low basetax provinces are extrodinarily difficult to transfer because unless they share the same culture or religion as the transfer target, they will refuse it even if it is completely free.
Therefore, I propose some changes.
- You can transfer more than one province at a time
- Free provinces get +50 in 'Yes', so an AI will accept free provinces no matter what
- Countries will account for overextension when deciding weither to accept provinces or not. Countries will not accept province deals if overextension exceeds 100% (Currently their limit is 28%)
