On the other hand, I've seen it happen occasionally that if there is a revolt, the rebels take the fort without a siege. Evidently, an "inside job" so to speak. So if you have an army there at least you have a fighting chance of preventing such a loss and the consequent need to retake the fort. I think this is a reasonable tactic in some provinces more prone to revolts but maybe those with more experience know better.

Rebels can still take the fort even with troops stationed in the province. The advantage of troops in the province when the rebelion occurs is that the rebels will not have full morale yet so they are easier to defeat.
