Province Resources

I know I've seen this wrotten somewhere else but I can't find it anymore

So the question is:

Is it possible to change the amount of resources in a province for just one mod?
Where if so do I change it?

You can edit it in db\Province.csv.

Won't that change the province income for all the mods ( if I want to change it for a scenario I've created )
