Is there any way to see what the ID number of a province is?

Ingame? I don't think so. You can find the ids in the history/provinces folder though.

Another way (easier for me) is to go to the EU3 Wiki (google will find it easily) and look up "list of provinces". You can then search it quickly - but watch out for non-standard characters!
