Province IDs

I can't find a simple answer to this, but I'm sure someone knows. Are the province numbers 1-1600 inclusive and continuous? Are there any province numbers in there that don't correspond to a province? Are there any province numbers higher than 1600? Thanks,

Yes. No. Yes (the highest is 1613, or 1614 is you count "Dummy").

Take a look at province.csv in the db folder.

Thanks for the help. Looks like it'll be a pain to sort the file out though, since there are sea provinces mixed in with the land ones.
