I am not sure if there is a problem with the calculations or what's displayed to the user, so here goes:
Playing as Byzantium under 1.02, I noticed that in Moreas I had 3500 population and 10% growth, but only 3 new inhabitants per month, equalling 1% growth, not 10%.
I assume that the growth is yearly, and not monthly (which would make things worse). If, as it stands now it's on a decade basis, can you please make it a bit more clear.
An explanation would be beneficial.
