Right.. I'm playing as Japan, it's 1939 and I just got the "Fate of China" event.. I chose Total Occupation (since puppets won't give me their resources.. damn them).
Anyway.. I had 300 IC before the event (yeah.. IC + infra whoring ftw in this game.. Tokyo with 40 IC in 1939
) but the moment I got the event, my IC went down to 230.. I am losing 25% from "Province Efficiency Effect".. what gives? Does that slowly go away, or do I have to start massing infrastructure in mainland China or?..
