Province Conversion to Prot/Ref

What determines whether a particular province converts, once the Reformation and/or Calvinism happens? Is it event-driven, or some hardcoding? I know it is possible to convert a province by event command, but some provinces seem to convert by themselves.

the provinces to go protestant/reformed are defined in the province.csv file. Their "starting" religion is actually protestant/reformed, but till the reformation-flag is triggered they stay catholic (no province can become protestant/reformed before reformation is triggered)
