According to what i've read the Realm of Provence, should have at least one province that's part of the HRE, a reconquest CB on Nice, and a Restoration of Union against Naples.... the last King of Provence was the Last King of Naples before Aragon got the CB over it, the basic reason that France can get such a Cb if Naples is freed, and that there is a Truce between Naples and Aragon at game start.
It would also be nice if the nation could form the Kingdom of Arles (ie Lower Burgundy) i'd imagine that Upper Burgundy would have to be conquered and not exist especially in Franche-Comte and Sundgau
