Recently been playing an ironman Provence game, and am wondering if you guys think Jerusalem's ideas are better, or if Province's Ideas are better. I currently have Aragon, Naples, and Hungary, all while the good king Rene is still alive. Any help would be appreciated.

Jerusalem's ideas are a lot better especially if you're going to stay catholic and blob into the levant. Provence has great traditions but past that its ideas are terrible except for that nifty +2 diplo slots.

Do you think maybe I could play Provence until I annex my vassals then form Jerusalem?
If you've already got Provence's 3 free PUs then you can do whatever you want, you're already the strongest country in the world. I would personally recommend taking Influence ideas and switching to Jerusalem's ideas but that's just me. Remember you can only form Jerusalem in the Age of Discovery and Age of Reformation, so once Absolutism starts in ~1610 the decision disappears.

Jerusalem's ideas are quite solid. Especially when you want to do anything related to a religious playthrough. One faith is also easily doable when starting as Provence.

Do some shenanigans like: Provence (complete missions) -> Jerusalem (for ideas, but also missions) -> Sardinia (missions) -> Austria/Germany and you can annex everyone at floor cost, on top of having extra admin efficiency.

20% (provence's mission) + 25 (influence ideas) + 20 (policy with admin) + 10 (catholic) + 10 (sardinia's mission) + 15 (parliament) = 100, without taking national ideas in mind (if planning to switch).

Make a save before tag switching away from Jerusalem. I had a game Saluzzo - Piedmont- Jerusalem- Italy. The last tag switch caused a bug where I was stuck with Italian republic tier 1 reform, even though I was never a republic. I was unable to switch or choose one of the monarchy tier 1 reforms that were displayed in the government reform UI. I was stuck with the max absolutism reduction.
