There are still things like mtg.britain.22.a that using create_country_leader, which making portrait of Churchill abnormal.
Hope to delete all create_country_leader, or at least make their names all localizable.

Steps to Reproduce​

There are three ways to put Churchill on chair: national focus, death of Chamberlain and the retirement of Chamberlain. Only the last one can print the right portrait in non-Latin alphabet based localisation (Chinese and Japanese verified, perhaps Russian too) for having using promote_character.
