I'm trying to nail down all the differences between Protectorates, Colonies, and States. Here's what I think I know so far, and perhaps other people can add to this:

1) Protectorates don’t assimilate, tax, or recruit POPs.

2) Factories can only be built in States, but Railroads, Forts, and Naval Bases can be built anywhere.

3) Foreign emigration only targets States -- migration to Protectorates and Colonies must come from States.

4) Only States can gain cores via event.

Only based on watching the Migration mapmode, it looks like "colonial migration" does not distinguish between Protectorates vs. Colonies -- from what I've seen, colonial migration seems to almost randomly target both types -- but could someone confirm that? One of the critical questions in my mind is if promoting every Protectorate to a Colony causes migration to spread out, and I am wondering if only having one Colony at a time would focus colonial migration to that region and achieve Statehood earlier -- but I have not seen any actual evidence to support that.

Do the POPs in Protectorates and Colonies vote?

What about administration, law enforcement, and militancy in Protectorates vs. Colonies vs. States?

Do the POPs in Protectorates and Colonies vote?
According to the pie chart in population screen no, they don't, even if there is main culture citizen.

What about administration, law enforcement, and militancy in Protectorates vs. Colonies vs. States?
I didn't notice any difference between colonies and states. The bonus/malus shown are the same, and if you enact for example unemployment subsidies, all unemployed in colonies will get some, whatever the nationality. Don't know for protectorates.
You have indirect effect, for example low literacy cause slow/none bureaucrats promote which lead to high crime rate, or non-core province that have administration efficiency malus.

Yes. Unfortunately, clergymen ratio is.
By that, you mean that a country like UK, that has a huge colonial population, will not get much of a direct Research Point bonus from Clergymen, because the denominator in the equation is so large? Is it hard for the UK to get enough Indian POPs to promote to Clergymen?
