I have multiple protectorates that I liberated from an empire that shows as having superior tech levels to me when I mouse over the relative power indicator. The protectorates also show as having superior tech to me, yet they are still protectorates. Shouldn't they convert to vassals, or in fact probably have been vassals from the get go instead of protectorates?

This may be the key issue then. I'm guessing that the Saiiban Consortium has superior tech to you, but for some reason your protectorates aren't converting to vassals because the game is still attaching them to their previous overlords. How long have they sat as protectorates for under your rule: years, days, months? If you haven't tried running the timer, I would suggest you do so in case the check of tech relative to an overlord is triggered every month, year, 5 years etc.

They've each been captured in a successive war, so that would be a minimum span of 50 years under my rule for the oldest, and probably quite a bit more because I don't think I've attacked them right on truce expiration each time. It's probably been closer to a full century for the one I've had the longest. Also, I just realized I may have been unclear on their previous status; they were not protectorates of the Saiiban Consortium, the worlds that make them up were part of the Saiiban Consortium, and I slit them into a new empire by liberating those worlds.

Edit: time spans are based on my recollection that the post-war truce is 10 years. If that isn't correct, recalculate based on whatever value is.
